The Central Municipal Council, Doha, Qatar

30 seats in the Central Municipal Council are equipped with voice active DIS microhones and mini PC's with Conference Management Software including voting and messaging

In the capital of Qatar, Doha you will find the Central Municipal Council and inside the building you will find a very remarkable high-end DIS installation combining conference equipment with advanced software for voting, message handling etc. and streaming/archiving technology. The solution is provided by the Qatar contractor “Q2 Advanced Technology”.

The Central Municipal Council
The first municipal council in Qatar was formed in the early 1950s and the Doha municipality came into being in May 1963. The Ministry of Municipal Affairs was established in 1972 as a government body responsible for supervising the functions of municipalities.

The first elections were held for the council in 1999, and Qatar had become the first state of the Gulf Cooperation Council (GCC) to introduce universal suffrage. Several committees were subsequently formed. They include the legal, security, and information, technical, supply, and follow up committees. A preparatory committee was also formed under the patronage of Her Highness the wife of H.H. the Emir to carry out an awareness program for women, emphasizing the importance of their participation in the elections both as candidates and voters.

Very advanced conferencing
Q2 Advanced Technology has lately finished the advanced conference installation. The 30 conference units are nearly invisible when you first enter the auditorium, but when you get closer the seat for each delegate the system will appear. Next to a 17” touch screen monitor on each table you can see a small flush-mount conference unit with a loudspeaker, a fixed gooseneck microphone and a Request/Speak button.

The camera at the ceiling communicates with the DCS system to provide face-shots for displaying on the large screens and for audio and video web-streaming

Below the table there’s a Mini-PC combining the monitor with the DCS 6000 digital conference system which allows interacting with the Conference Management Software SW 6000, the Streaming Software SW 7000 as well as with the implemented third party control system.

If a delegate presses the speak button, a dome camera tracks the speaker immediately and sends the video signal together with other media and conference related information to a streaming server. This way a running meeting can be broadcasted and followed live by anyone who has access to a secure website. The meeting is also archived and can be reviewed whenever they like. After the meeting they have the possibility to search in the archived material - for a specific speaker, a specific topic at a meeting or a specific phrase.

The main benefit for the delegates on site is the fact that they can see all information on the touch screen in Arabic language, which is provided by the unique DIS multi-language software module.

Interpretation

The system includes 8 channels Simultaneous Interpretation and digital wireless language distribution for all delegates.
